With reference to your telegram of the 25th May relating to Schluter I have suggested to the War Office

that for the present no action should be taken on the

proposals of the General Offi cer Commanding. Meantime it

seems to me that if conduct described in the General

Officer Commanding's telegram of the 26th May to the War

Office is not an offence punishable with imprisonment it

ought to be made so. I therefore request that you intro-

duce a bill amending Section 6 sub-section 2 of the Post

Office Ordinance of 1900 so as to make offences against

it liable to at least 12 months imprisonment. In this way

the Fugitive Offenders Act can be used on future occasions.
